936.04 RULES AND REGULATIONS.
   Director of Administration shall make and the Sewer Superintendent shall enforce such rules and regulations as may be necessary for the management, administration, control and rates of septage waste disposal to the City receiving facility.
   (a)   All persons or companies wishing to deliver scavenger and septic tank wastes to the City of Urbana water pollution control facility must first obtain a waste haulers discharge permit from the Director of Finance, or his/her designee. Permit applications shall include information on company ownership, identification, proof of liability insurance, and license number of all trucks to be used for delivery of waste to the municipal wastewater facility. It shall also include truck capacity and other information pertinent to discharge to the wastewater facility.
   (b)   Permit applications shall be signed by a responsible owner or officer of the company applying for permission to discharge. All waste hauling equipment operated by companies with permits shall be registered with the City of Urbana.
      (1)   The permit provided for in this section shall be issued and approved by the Director of Finance, or his/her designee and enforced by the Sewer Superintendent to all applicants who comply with the terms and conditions set forth in this section upon payment of permit fee as follows:
      (2)   For each vehicle permitted, the owner will receive an access card/entry device. The owner/operator is responsible for this device and loss of the property will require renewal of permit and fees to continue discharging at the facility.
      (3)   The permit issued as provided for in this section shall expire one year after the date of issue.
      (4)   Noncompliance with any part of this chapter or subsequent regulations shall subject the permit holder to revocation of permit to utilize the services of the City of Urbana wastewater facility for disposal of scavenger wastes.
   (c)   All companies must register each of their trucks, which will use the septage receiving station facility, annually with the Champaign County Health Department as well as the City of Urbana. (Ord. 4277. Passed 11-25-08.)
