(a) "Owner" means any person, firm, association or corporation owning real estate within the City.
(b) "Privy" means any outhouse, building or structure used as an outside toilet, which is not connected with a sanitary sewer.
(c) "Real estate" means any land in the City used for human habitation from which no connection is made to an available City sanitary sewer for the disposal and removal of sewage and waste from the land.
(d) "Septic tank" means any cesspool, device or structure used for the containment, assimilation or filtration of sewage and waste.
