(a) The Director of Administration shall make and the Water/Wastewater Superintendent shall enforce the rules and regulations that may be deemed necessary for the safe, economical and efficient management and protection of the City sewer system and the sewage treatment and disposal works and for the construction and use of house sewers and connections to the sewerage system.
(b) All sewers, sanitary and storm, are considered to be permit-required.
