(a) Any person or legal entity, either as owner, agent or occupant, who violates any provision of this chapter is guilty of a misdemeanor of the first degree for each offense, and each day during which any violation continues shall constitute a separate offense.
(b) Any person or legal entity violating any provision of this chapter by making, or causing to be made, an opening in any street or alley in the City, or making, or causing to be made, a connection to or with either the water or sewer mains in the City, without having first made payment to the Director of Finance of the charge for each connection or repair to lines as set forth in the foregoing sections shall be guilty of a misdemeanor of the first degree for each offense.
