(a) Any property owner desiring to tie into a water main running in front of or adjacent to his property shall pay to the Director of Finance the prorated cost that the property owner would have had to pay had he made the tie-in at the time the water line was extended originally.
(b) The Director shall refund to the party originally paying for the extension of the water main the sum so collected from the property owner who ties into the water at a later date.
(c) The prorated share of tying into the water main shall be computed by the Engineer of the City.
(d) New metered water services for new construction shall have an outside register.
