927.01 PETITIONS.
   (a)   All extensions of water and sanitary sewers to an individual house or upon any duly dedicated and accepted street in the City shall be petitioned for by the owners of the lots bounding and abutting on the extensions. The petitions shall bear the approval of seventy-five percent (75%) of the landowners or eighty percent (80%) of the owners of the foot frontage of the lands bounding and abutting upon the extensions with the following exceptions for sanitary sewers:
      (1)   New subdivisions where Subdivision Regulations shall govern.
      (2)   Any dedicated right of way where the property on each side of the proposed extensions has been previously assessed for a sewer.
      (3)   Dedicated streets where it is impossible for the petitioner to obtain the proper percentage of signatures.
   (b)   The petitioners shall further bear the agreement of the landowners to assume the costs of the extension as set forth in Section 927.02.
