(a) The plan of numbering Monument Square shall be to number to the right, commencing with No. 1 at the Citizen's National Bank corner.
(1) Miami Street and Scioto Street shall be numbered from Monument Square, east and west, the even numbers on the north and odd numbers on the south side of the streets.
(2) North Main Street and South Main Street shall begin at Monument Square and shall be numbered north and south, with even numbers on the west and odd numbers on the east side of the streets.
(3) All streets running east and west shall be numbered east from North Main Street and South Main Street eastwardly and west from North Main Street and South Main Street westwardly, with odd numbers on the south and even numbers on the north side of the streets.
(4) All streets running north and south shall be numbered north from Miami Street and Scioto Street northwardly and south from Miami Street and Scioto Street southwardly, with even numbers on the west and odd numbers on the east side of the streets.
(5) All streets north of Miami Street and Scioto Street and running north and south, but not intersecting either, shall be numbered northwardly from the south termini of the streets, with even numbers on the west and odd numbers on the east side of the streets.
(6) All streets south of Miami Street and Scioto Street and running north and south, but not intersecting either, shall be numbered southwardly from the north termini of the streets, with even numbers on the west and odd numbers on the east side of the streets.
(7) All streets east of North Main Street and South Main Street and running east and west, but not intersecting either, shall be numbered eastwardly from the western termini of the streets, with odd numbers on the south and even numbers on the north side of the streets.
(8) All streets west of North Main Street and South Main Street and running east and west, but not intersecting either, shall be numbered westwardly from the eastern termini of the streets, with odd numbers on the south and even numbers on the north side of the streets.
(9) All streets shall be numbered to begin with number 100; the second block with 200; the third block with 300, and so on; each block to count for 100.
