(a) Every owner or occupant of any building, house, place of business or place of residence shall, place or permanently fix in a color contrasting with its background on or in front of the building, house, place of business or place of residence the proper number thereof and maintain the number in a legible manner. The figures of the numbers so affixed shall not be less than four inches in height, or not less than three inches in height if electrically illuminated from the rear, facing the designated street and be plain and legible from such street. For purposes of this subsection, the designated street shall be the street from which the address is derived. Notwithstanding the previous provisions, a structure numbered with numerals of one and one-half inches or larger, on or before May 1, 1991, shall be in compliance with this subsection until such numerals are replaced or shall become illegible or otherwise not functional.
(b) For new construction, the proper number shall be displayed on the property or affixed to the structure as provided in subsection (a) hereof within ten days after construction is begun. No certificate of occupancy shall be issued until the provisions of subsection (a) hereof
are met.
