Sidewalks shall be required to be installed by the property owner or subdivision developer in the following cases:
(a) Major subdivisions as covered in the provisions of Section 1161.32.
(b) Any new construction, including minor subdivisions, or substantial expansion, as defined in Section 1110.01, to an existing structure within a residential or business district of the City.
(c) Any new construction or substantial expansion to an existing structure within a zoning overlay district, such as the City Center Heritage Overlay District and the Corridor Overlay District, according to the provisions of the district.
Construction of these sidewalks shall be governed by the City or Urbana Design Criteria, Construction Standards and Drawings, and the provisions of the applicable overlay district. Where multiple design criteria or construction standards apply, the most restrictive shall govern as determined by the City Engineer. The owner or developer who constructs a sidewalk is responsible for curb ramps at intersections. Owners or developers shall be required to install sidewalks on individual properties prior to the issuance of a certificate of occupancy. If the sidewalks are not installed, the City will perform the installation and assess the owner for all costs incurred plus ten percent (10%) according to the provisions of Section 913.20.
