In the event of breakage or clogging of a water line, all the work of excavating, repairing, refilling and restoration of pavement or roadway, between the curb lines, shall be done at the expense of the Department of Administration of the City. The actual work of refilling and restoration shall be done by City labor under the direction of the Director of Administration, and the actual work of excavating and repair shall be done by the Division of Public Works, but only on permit granted by the Director.
