In the event of the breakage or clogging of a sewer or water line, all the cost and expense, outside of the curb lines, that is, upon the property owner's side of the curb line, of excavation, repair, refilling and restoring the sidewalk to its former condition shall be borne by the owner of the lot or land on which the sewer or water line is situated or on which the sidewalk bounds and abuts.
