131.04 AUXILIARY POLICE FORCE.
   (a)   There is hereby created within the Department of Safety an auxiliary police force, whose member shall be appointed by the Mayor with the approval of the Chief of Police.
   (b)   Auxiliary police officers shall serve as long as the Mayor may direct, or until a resignation submitted by a member is accepted by the Mayor.

   (c)   Members so appointed shall reside in the area defined in Section 151.01, and may not be under the age of twenty-one years at the time of appointment.

   (d)   The Chief of Police shall be the commanding officer of the auxiliary police force and, subject to the approval of the Mayor, shall have control of the assignment, training, stationing and direction of the work of such force. The auxiliary police will have all police powers, but shall act only when in the prescribed uniform or portion of uniform. The Chief of Police shall prescribe the time and place such uniform or portion of uniform shall be worn. Such auxiliary members shall obey the chain of command of the Division of Police and shall take orders from all regular appointed members thereof.
   (e)   The Mayor and the Chief of Police are hereby authorized to prescribe the type of uniform or part of uniform which shall be worn.
   (f)   The Chief of Police, with the approval of the Mayor, shall prescribe the rules and regulations for the conduct and control of the auxiliary police force. All services performed by auxiliary policemen shall be on a voluntary basis and within the Municipality. Auxiliary policemen shall serve without pay.
   (g)   This section is declared by Council as an exercise by the Municipality of its police powers for the protection of the public peace, health, property, safety and general welfare, and neither the Municipality, nor any individual, firm, partnership, corporation, nor the receiver nor trustee or any agent thereof, who in good faith executes any executive order, rule or regulation thereof promulgated pursuant to the provisions of this section shall be liable for injury or damage sustained to the person or property as direct or proximate result of such action.
   (h)   The Mayor is hereby authorized and directed to promulgate such executive orders, rules and regulations as in his discretion are either necessary or desirable in the administration of such auxiliary police force.
   (i)   The provisions of this section shall not be construed as intended by Council to be in conflict with any Federal or State statutes, or with any military or naval rule or regulation.
