Upon the approval by Council of such plan for the proposed erection, remodeling or improvement, as provided for in Sections 1305.01 and 1305.02 and compliance with the deposits required by the rules and regulations of the various departments of the City and the payment of the fee for a building permit, such person, firm or corporation shall be entitled to such building permit and the Mayor shall cause the same to be issued on behalf of the City. Such building permit must be posted in a conspicuous place upon the premises being erected, remodeled or improved.
