1305.02 DWELLINGS AND OTHER BUILDINGS; PLANS.
   (a)   No person, firm or corporation shall erect, remodel or improve any dwelling house or other type of building or structure not covered in Section 1305.01, within the City, the cost of which exceeds one thousand five hundred dollars ($1,500), without first preparing and depositing with Council a satisfactory plan or drawing acceptable to Council and showing thereon the location of the land; the structure to be erected, remodeled, or improved thereon, together with the proposed drainage and sewer outlets therefrom; the size and type of tile to be laid and the grade upon which it is to be installed; the proposed source of water supply with the size of inlet pipe and meter to be required; the adjoining streets, alleys and drives to be constructed or affected by such improvement; the trees and existing curbs to be cut and the street excavations to be made and replaced, all of which must be in accord with these Codified Ordinances with required deposits, acceptable to and approved by Council. Upon such approval by Council and the payment of the applicable fee, such person, firm or corporation shall be entitled to a building permit authorizing them to proceed with such improvement.

   (b)   A building permit shall be necessary for structural changes and additions, internal and external. Building permits are not necessary for the following improvements: replacement or repair of roofing, internal and external painting, siding, replacement of driveways or porches of the same size, sandblasting and sealing of bricks, new or facelift cabinets, lighting changes, weatherproofing, installation of doors and/or windows, redecorating items such as draperies, carpeting or flooring, and paneling.
