(a) Unless otherwise herein permitted, no building shall be erected or changed to a height in excess of the limits as established for each Zoning District as described in Appendix "A" of this Chapter.
(b) Special uses may be permitted to a height not to exceed one hundred fifty percent (150%) of the maximum allowed height in any district except in any R-1 or R-2 District.
