Fishing shall be permitted from the bank or from boats legally operated on City lakes by persons legally authorized or licensed to fish in public waters during the period when City reservoirs are open to public use as provided in Section 955.02 and all such fishing shall be done in accordance with the laws of the State pertaining to fishing in public waters of the State.
