951.05 WRAPPING GARBAGE; RECEPTACLES.
   (a)   All persons subscribing for the regular sanitation collection service or the commercial service or desiring special sanitation service as defined in Section 951.02 must provide metal or satisfactory plastic garbage containers with tight lids as receptacles for all garbage and all such garbage must be wrapped in paper or placed in sacks before being disposed of in such garbage cans or other sanitary receptacles. All refuse or waste materials must be placed in baskets, boxes or other satisfactory receptacles which are sufficiently constructed so as to retain such materials without breaking and so as to be readily handled by the refuse collectors and carried or lifted into the disposal truck.
 
   (b)   All persons subscribing for the regular sanitation collection service shall on the day designated for the collection within their geographic district, place such cans, baskets or boxes at the curb in front of their respective residences in order that such collection may be made from the street adjoining the customer's property or residence. Each commercial customer shall place all garbage, refuse or waste materials so as to be readily available to the satisfaction of the employees of the collection service.
 
   (c)   For the regular collection service, each family shall constitute a single customer for the regular established service rate and shall be charged on a quarterly basis. Each such customer shall be entitled to one twenty-gallon garbage can and three bushel baskets or their equivalent of other refuse and waste materials for each collection. Any customer having in excess of the above quantity at any one collection shall be charged for such extra quantity as may be determined by the employees in charge of the collection service.
 
   (d)   For the regular commercial service, each commercial business shall constitute a single customer for which the regular established service rate shall be charged and for the regular service charge, each such customer shall be entitled to four thirty-gallon garbage cans and one cubic yard of other refuse or waste materials. Any customer having in excess of the above quantity on any one collection shall be charged for such extra quantity as may be determined by the employees in charge of the collection service.
