There shall be three general types of service rendered in the collection of all garbage, refuse and waste materials:
(a) Regular service shall be that type of service provided on regular routes to be traveled on certain designated days in the business and residential districts as may be designated and defined by the Service Department.
(b) Commercial service shall be that type of service provided to commercial establishments on certain designated days of the week as agreed upon between the customer and the Service Department.
(c) Special service shall be that service performed in addition to the regular or commercial service and such service shall be performed by special request at times most convenient to the collecting agency and under rates as may be agreed upon or negotiated between the customer and the Service Department.
