939.09 BASIS FOR USER CHARGE COMPUTATIONS.
   At least once each year the Superintendent, based on the previous year's records of operation, flows, loads, costs and water consumption, shall compute or cause to be computed the following:
   (a)    The total yearly volume of sewage collected, conveyed and treated. Such total yearly volume of sewage shall consist of the volumes as measured at the sewage treatment plant.
   (b)    The total yearly volume of measured sewage flows. Such total yearly volume shall consist of the sum of all volumes measured as provided in Section 939.08, and expressed in thousands of gallons.
   (c)    The estimated yearly volume of unknown sources flow. This estimated yearly volume shall represent the difference of the volumes computed in subsections (a) and (b) hereof.
   (d)    The estimated annual total of pounds of BOD and SS received at the wastewater treatment plant for removal. Based on normal strength limitations, these volumes shall be further divided into percentages of loadings resulting from normal strength discharges and extra strength discharges, according to the volume established in subsection (b) hereof.
   (e)    The total number of users connected in or otherwise discharging wastewater into the Municipality's sewerage system.
   (f)    The total number of bills for sewer service issued during the previous year.
   (g)    The total yearly administrative costs, which shall include, but not necessarily be limited to:
      (1)    Administrative salary costs (direct plus fringe benefits);
      (2)    Consulting fees: engineering, legal and financial;
      (3)    Administrative overhead costs (rent, telephone, utilities, billings, collections, records, etc.);
      (4)    Miscellaneous costs (supplies, travel and subsistence, tuition reimbursements, mailing, printing, etc.).
   (h)    The total yearly sewer operation and maintenance costs, which shall include, but not necessarily be limited to:
      (1)    Salary costs (direct plus fringe benefits);
      (2)    Administrative overhead costs (same as subsection (g)(3) hereof);
      (3)    Materials, equipment repairs and rentals, supplies, inspection and surveillance devices (gas, oil, pipelines, etc.);
      (4)    Miscellaneous costs (same as subsection (g)(4) hereof).
   (i)    The total yearly wastewater treatment operation and maintenance costs, which shall include, but not necessarily be limited to:
      (1)    Salary costs (direct plus fringe benefits);
      (2)    Administrative overhead costs (same as subsection (g)(3) hereof);
      (3)    Treatment costs (power, materials, equipment repair and rentals, devices, chemicals, supplies, etc.);
      (4)    Miscellaneous costs (same as subsection (g)(4) hereof).
   (j)    The total annual estimated payment to the Wastewater Treatment Plant Rehabilitation and Replacement Fund.
   (k)   The total annual estimated payment to the Collection System Rehabilitation and Replacement Fund.
   (l)    The total annual sewerage system expenditures, which shall be represented by the sum of all of the costs and payments as computed in subsections (g) through (k) hereof.
   (m)    The aggregate sum of the expenses established in subsections (i) and (j) hereof shall be divided into three equal shares, one of which shall be assigned to flow handling, one to BOD removal and the third to SS removal. The flow handling share shall be further divided by taking sixty percent of the percentage arrived at by dividing the value obtained in subsection (c) hereof by the value obtained in subsection (a) hereof times the flow handling share, the resulting sum to then be collected by a charge per connection. The remaining portion of the flow handling share shall be recovered on a volumetric rate basis. The BOD and SS removal shares each shall be further divided by taking the percentage of each which is determined to result from normal strength discharges as computed in subsection (d) hereof times their respective shares, the sums of which shall be recovered on the volumetric rate basis. The remaining amounts of each share shall be recovered through the extra strength surcharges established herein.
   (n)    The aggregate sum of expense established in subsections (h) and (k) hereof shall be assigned solely to flow handling, This sum shall be further divided into two parts by the identical formula used to similarly divide the flow handling share established in subsection (m) hereof, the two sums being recovered by the respective means stated in (m).
   (o)    The aggregate sum of expense as established by subsection (g) hereof shall be divided by the value determined in subsection (f) hereof, the quotient of which shall be an incremental charge per monthly and/or quarterly bill.
   (p)    The aggregate sum of expense to be recovered on a connection basis as established in subsection (m) and (n) hereof shall be divided by the value as determined in subsection (e) hereof, the quotient of which shall be an annual charge to all users. For billing purposes one twelfth of such annual charge shall be an incremental charge on each monthly bill. One fourth of such annual charge shall be an incremental charge on each quarterly bill.
   (q)    The aggregate sum of expense to be recovered on a volumetric rate as established in subsections (m) and (n) hereof, including normal strength BOD and SS removal expense shall be divided by the value as determined in subsection (b) hereof, the quotient of which shall be the rate per 1,000 gallons as determined by Section 939.08.
   (r)    The total sum of expense assigned to BOD and SS removal respectively as determined by subsection (m) hereof shall be divided by the respective values determined in subsection (d) hereof including extra strength, the quotients of which shall be used for extra strength surcharges provided for in Section 939.11.
   (s)    Minimum charges shall be determined by multiplying the rate established in subsection (q) hereof times five and adding thereto the applicable incremental charges established in subsections (o) and (p) hereof for a quarterly bill. A monthly minimum charge shall be established by multiplying the rate established in subsection (g) hereof times ten and adding thereto the applicable incremental charges established in subsection (o) hereof.
