939.08 MEASUREMENT OF USER’S SEWAGE FLOW.
   (a)   For any premises having a connection with the Municipality’s sewer facilities, or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into such sewers and which are supplied solely by the Municipality’s metered public water supply, such metered water flows shall be used as the basis for determining the volume of sewage discharged.
   (b)   For any such premises having connection with the aforesaid sewer facilities, or otherwise discharging sewage, industrial wastes, water or other liquids, either directly or indirectly, into such sewers and which are supplied in part or in whole by a private water supply, the Service Committee and/or the Superintendent, based on a consideration of similar premises and uses, engineering factors and other relevant matters, may estimate the monthly or quarterly amount of water to provide adequate water service to the premises for the purpose and period for which nonmetered water is consumed and such estimate shall be the basis for measuring the volume of sewage discharged. If the owner of such premises or other interested party elects to do so, he may install at his own expense water meters satisfactory to the Service Committee and/or Superintendent to the extent necessary to measure all such supplies of water and the quantity of water consumed on such premises. The aggregate amount disclosed by such meters shall be the basis for measuring the volume of sewage discharged.
   (c)    In the event that the Service Committee and/or the Superintendent are satisfied that a portion of the water from any source consumed upon any premises does not and cannot enter the aforesaid sewers, then in such case the owner or other interested party may, at the owner's or other interested party's expense, install and maintain such separate metering devices as shall demonstrate to the satisfaction of the Service Committee and/or the Superintendent that portion of the water so consumed which is discharged into the aforesaid sewers and such portion shall be the basis for measuring the volume of sewage discharged.
