903.10 FAILURE OF OWNER TO CONSTRUCT; CITY MAY DO WORK.
   Upon failure of the owner of any properties to cause sidewalks to be constructed within the time limit mentioned in Section 903.09, the City Engineer and/or Superintendent of Service is authorized and directed to cause such sidewalks, curbing, gutters, culverts or sluice boxes to be constructed, and assess the entire cost of the same against the above described properties and cause the same to become a lien thereon, to be collected in such manner as may be provided by State law, the City Charter, the Codified Ordinances or other City ordinances. He is hereby authorized and directed to let a contract for such work to the lowest and best bidder, after advertisement according to law. He may, in his discretion, let the entire job in one contract or in several contracts to cover each of the separate streets.
