(A) The township field use rules and regulations are for the purpose of regulating organized use of the township’s various athletic fields and park facilities. These rules and regulations provide written procedures in order to implement the field use in a fair and equitable manner for the enjoyment of all park patrons while also protecting the township’s assets and minimizing the township’s liabilities.
(B) These rules and regulations are established to regulate organized group activities such as leagues of the Upper Milford Youth Association (UMYA), other youth leagues and organized adult leagues and teams, and does not pertain to unorganized groups or people using the township’s recreational facilities. All field scheduling of organized leagues or teams shall be made through the designated township field scheduler. Scheduled teams have priority to field use over non-scheduled unorganized groups or individuals.
(1) UMYA shall always receive first priority when scheduling organized league activities. This shall apply to all activities organized by UMYA. Upon finalization of the UMYA schedules, other groups may be accommodated by the township field scheduler.
(2) Organized youth leagues, youth teams, youth camps or other similar groups not affiliated with UMYA will be offered field use scheduling if available, and additionally with the conditions set forth in divisions (B)(2)(a) through (B)(2)(d) below. The term AFFILIATED shall mean any organization which permits UMYA to use its fields free of charge.
(a) Each team or group wishing to use the field(s) shall pay $75 per use, or such other amount as may be subsequently established by resolution of the Board of Supervisors of the township, which includes the use of the pavilion precluding another team or group from using the pavilion.
(b) Prior to being scheduled for use, the league, team or group must provide a $500 security fee, or such other amount as may be subsequently established by resolution of the Board of Supervisors of the township, to cover any field or facility damage. The security fee will be refunded in full at the end of the scheduled season if no damage has been noted. The township, in the event of damage to the field or facilities as a direct cause by members of the team or league, will use the security fund to repair any damage.
(c) The youth league, youth team, youth camp or similar group must provide the township with a certificate of insurance naming the township as an additional insured for coverage’s as follows:
General liability* | $1,000,000 aggregate, $500,000 per occurrence |
Medical/injury expenses* | $7,000 per occurrence |
* No athletic activity exclusion allowed |
(d) Youth leagues, teams, camps or similar groups not affiliated with UMYA must provide their own field marking equipment and material including bases. No township equipment or material will be provided.
(3) Adult leagues or adult teams organized under other leagues will receive field use allocation only after the youth leagues are scheduled and additionally with the following conditions.
(a) Each team wishing to use the field(s) shall pay $75 per use, or such other amount as may be subsequently established by resolution of the Board of Supervisors of the township, which includes the use of the pavilion precluding another team or group from using the pavilion.
(b) Prior to being scheduled for use an adult team must provide a $500 security fee, or such other amount as may be subsequently established by resolution of the Board of Supervisors of the township, to cover any field or facility damage. The security fee will be refunded in full at the end of the scheduled season if no damage has been noted. The township, in the event of damage to the field or facilities as a direct cause by members of the team or league, will use the security fund to repair any damage.
(c) The adult league or adult team must provide the township with a certificate of insurance naming the township as an additional insured for coverage’s as follows:

(d) Leagues or teams not affiliated with UMYA must provide their own field marking equipment and material including bases. No township equipment or material will be provided.
(4) Any organizations, leagues or teams failing to abide by all township rules and regulations after fair warning will have their schedule revoked and will not be allowed to use the park facilities.
(5) All persons, using the township’s athletic field, are also required to comply with the township park rules and regulations.
