or occupancy which will generate the need therefor, parking shall be provided based on the closest analogous

(3) Hospital, convalescent or nursing home: one
for every four beds, plus one per employee on the largest shift.
(4) Community center, library, museum or other similar place: one
for every 500 square feet of floor area in public

(a) Where the Board of Commissioners determines that the required number of
are not currently needed it may authorize up to 15% of the required
be reserved as part of a land
application, provided the following criteria are met: [Added 3-11-2008 by Ord. No. 1195, § 6]
[1] The applicant must document that 100% of the required
can be paved without violating any applicable provisions of this chapter. When constructed, the reserve parking must meet all applicable provisions of this chapter and the Township’s Engineering and Construction Standards Improvement Procedures as of the date the
is sought.
[2] The Township Engineer recommends the reduction and the applicant then demonstrates, to the satisfaction of the Board of Commissioners, that the number of code required
are not currently needed for the
’s daily operations.
[3] The applicant shall install stormwater management facilities, as required by the Township, for the total number of required
, including those
held in reserve, unless the applicant demonstrates to the Board’s satisfaction that postponing the installation of the stormwater management facilities required for the reserve parking allows
on the site to be maintained until such time, if ever, that the
of the
is deemed necessary.
[4] The
area shall be fully designed, and the area held as reserve parking shall be clearly designated on the
plan. The reserve parking area shall be considered in calculating the
ratio. The
area shall be planted with vegetative cover and integrated into the applicant’s landscaping plans.
[5] The
, or a limited portion thereof, must be constructed when the Board of Commissioners, upon the advice of the Township Engineer and/or Township Zoning Officer, determines that such spaces are needed to accommodate the
’s daily operations.
[6] Parking capacity can be reevaluated. If there is any change in the
, ownership,
size or number of occupants/employees using the property that effect the number of paved
required, then a written determination concerning the requirements for parking shall be prepared by the Township Zoning Officer.
[7] The Zoning Officer may deny or revoke a
and occupancy
for failure to construct the previously
spaces when directed to do so under subparagraph [5] above.
[8] For a period of 60 months following approval of a
plan showing reserve parking, the applicant shall provide a financial guarantee calculated as provided in Chapter 212 for the cost of installing the reserve parking, including the Township’s professional fees. The amount of the guarantee shall be approved by the Township Engineer and the form of the guarantee shall be approved by the Township Solicitor.
(10)

(5) Office or wholesale establishment
(a) For any office or wholesale establishment not located in the EC Employment Center District, the following provisions shall apply: one
for every 250 square feet of
. Up to 60% of this required parking area may be placed in reserve and left unpaved upon a showing by the owner that such parking area is not required for the
of the
contemplated. Such reserve parking area may not be provided in an area that would not otherwise be usable for parking because of the requirements of this chapter or any other ordinance. The owner will be required to pave such reserve parking area or any part of it upon an inspection by the Zoning Officer showing that the parking area is overburdened and that additional parking area is required.
(b) For any office or wholesale establishment located in the EC Employment Center District, there shall be one
for every 250 square feet of
, and the
shall be provided in compliance with § 255-116.
(c) Medical office: One
for every 150 square feet of

(b) Additional parking may be required for employees and visitors. To determine if additional parking is needed, the following calculations shall be performed:
[1] Calculate the number of
required by Subsection C(7)(a) above.
[2] Calculate the maximum number of employees that reasonably are to be expected on the premises during any given eight-hour period or, for multishift operations, the total number of
employed on the largest shift. One
shall be assigned to each employee, plus an additional 5% for visitor parking.
[3] If the number of spaces required by Subsection C(7)(b)[1] is greater than those required by Subsection C(7)(b)[2], no additional parking is required. If the number of spaces required by Subsection C(7)(b)[2] is greater than those required by Subsection C(7)(b)[1], then the difference shall be added to the number required in Subsection C(7)(a) above.
(8) Other commercial

D. Parking held in reserve. If the number of spaces required by this section is greater than 125% of the maximum usage anticipated by the applicant, the Board of Commissioners may grant, by conditional
, a reduction in the number of spaces required to be maintained in accordance with the following criteria:
(1) A suitable area must be available on the site for 100% of the required parking.
(2) The total number of spaces required may be reduced by up to 50% upon recommendation of the Township Engineer. The applicant shall have the burden of demonstrating to the satisfaction of the Board of Commissioners that the required parking is no more than that set forth on the applicant's plans. All stormwater controls shall be engineered and constructed based on the total parking requirements, including the reserve.
(3) The applicant must set forth on an approved
plan the location of the reserve parking.
(4) The reserve parking, or a limited portion thereof, must be constructed when the Board of Commissioners, upon the advice of the Township Engineer and/or Township Zoning Officer, determines that it is desirable to accommodate the
of the property.
(5) Parking capacity will be reevaluated and a written report concerning the demand for parking prepared by the Township Zoning Officer should there be any change in the
, ownership,
size or number of occupants/employees using the property.
(6) The Zoning Officer may deny or revoke a
and occupancy
for failure to comply with the provisions of this subsection.
(7) For a period of 60 months following approval of the
plan showing reserve parking, the applicant shall provide a financial guarantee calculated as provided in Chapter 212 for the cost of installing the reserve parking, including the Township's professional fees. The amount of the guarantee shall be approved by the Township Engineer and the form of the guarantee shall be approved by the Township Solicitor.
