(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
(B) (1) The owner, or lessee, of a golf cart, who applies for a permit to operate the golf cart within the town, as hereinabove provided in § 71.01 of this chapter, shall agree to be responsible, jointly and severely, with any person who is permitted to operate the golf cart, for any injury or damages the operator caused by reason of the operation of the golf cart if such operator is liable for such damages.
(2) Violation of any provision of §§ 71.01 through 71.07 of this chapter shall constitute a violation. An owner, lessee or operator may be cited to appear in a court of competent jurisdiction by the issuance of a state uniform traffic ticket. Upon a finding by such court that an owner, lessee or operator of a golf cart has violated any provision or provisions of §§ 71.01 through 71.07 of this chapter, such person shall be subject to a fine not to exceed $100 for each offense, along with court costs; and, in addition, the permit, as hereinabove provided, may be subject to suspension or revocation; provided, however, in the event that two or more offenses constituting violations of §§ 71.01 through 71.07 of this chapter occur within one year of a first offense, the permit to operate the golf cart shall be revoked and may not be reissued for a period of one year.
(3) It shall be the responsibility of the owner or lessee of the golf cart to comply with the provision of §§ 71.01 through 71.07 of this chapter. The failure to comply with those requirements of §§ 71.01 through 71.07 of this chapter shall constitute a violation of §§ 71.01 through 71.07 of this chapter by the owner or lessee of the golf cart. It shall be the responsibility of the operator of the golf cart to comply with the provision of §§ 71.01 through 71.07 of this chapter (including specifically responsibility for the actions of all occupants) set forth in § 71.07 of this chapter. The failure to comply with the requirements set forth in §§ 71.05 through 71.07 of this chapter shall constitute a violation of §§ 71.01 through 71.07 of this chapter by the operator.
