§ 91.99 PENALTY.
   (A)   Any person who violates any provision of this chapter shall be deemed guilty of an ordinance violation, and, upon conviction, shall be fined not less than $25 for the first offense, $75 for the second offense and $125 for the third offense, unless any provision of this chapter declares otherwise. The maximum fine for any offense shall be $2,500. Each day any violation continues or occurs shall be considered a separate offense.
   (B)    (1)   Any person who is found to have violated § 91.04(A) shall pay a fine of not less than $35 for the first offense, $75 for the second offense and $125 for the third offense.
      (2)   If an unvaccinated animal causes bodily injury to another person or animal, as in § 91.04(B), the fine will be not less than $125.
      (3)   Any person who is found to have violated § 91.04(C) is guilty of a Class C infraction. However, the offense is a Class B misdemeanor if the dog causes bodily injury by biting a person.
   (C)   An animal’s owner or keeper who resists the quarantining authority or who permits an animal owned or kept by that person to be at large, as in § 91.05, shall be fined not more than $500.
   (D)   A person found guilty of § 91.06 shall be fined not less than:
      (1)   For a first offense: $100;
      (2)   For second offense: $200; and
      (3)   For third offense: $300.
   (E)   An offense under § 91.09 is punishable by a fine not to exceed $2,000.
   (F)   A violation of § 91.10 is punishable by a fine of not less than $350. Additionally, upon the third violation of § 91.10, the dog shall be seized and impounded. The court may, upon request by the enforcement authority and after a hearing, order the animal forfeited and/or destroyed.
   (G)   A violation of § 91.15 shall be punishable by a fine not to exceed $200. Upon a finding of a violation, the court, upon request, shall order the dog forfeited and/or destroyed.
   (H)   Owners of missing animals who fail to make an effort to locate their animals as in § 91.16 shall be fined no less than $25 for the first offense and no less than $50 for the second offense. A third offense will result in the impoundment of the animal.
   (I)   Any person who, after being found to be a habitual offender concerning the provisions of § 91.17, continues to own, harbor or have possession of an animal in violation of an order pursuant to division (B) above shall be fined $2,500 and subject to a court hearing for being in contempt of court.
