PREAMBLE

We, the people of the City of University Heights, Ohio, grateful to Almighty God for our freedom, to secure its blessings, to provide a municipal government that shall be efficient and beneficial, to ensurethe full measure of self-government granted to us by the Constitution and Laws of the State of Ohio, and to promote our common peace, safety and welfare, do ordain and establish this Charter.
