(a) Notwithstanding the provisions of Section 1448.02(b) and (c), ornamental fences otherwise meeting all of the requirements of this section are allowed.
(b) An ornamental fence is any type of fence, excluding a chain link fence, with openings aggregating at least 75% of their surface area and with a minimum height above grade of three feet.
(c) No ornamental fence, taken by itself or in conjunction with structures located adjacent to it shall completely enclose any area.
(d) No ornamental fence nor any portion thereof shall be located closer to the lot line of the side yard than the foundation wall on that side of the house. No ornamental fence nor any portion thereof shall be erected more than ten feet forward of the front foundation wall of the house. In any case, the general line of such ornamental fence shall be parallel to the street.
(e) The total of all ornamental fencing to be allowed on any residential lot shall be 20 linear feet.
