(b) Provided that a citation has previously been issued, such other nuisances as are found by the Building Commissioner to be in violation of Chapter 1442 for which notice has been served pursuant to Section 1460.07, subject to the assent of a majority of the Council shall be abated by the Building Commissioner as provided in Section 1460.08.
(c) After such action is taken the Finance Director shall serve a statement of the full costs and expense thereof upon the owner of the premises as provided in Section 1460.07. Costs of abatement shall include an additional two hundred fifty dollars ($250.00) on the second violation of this chapter and five hundred dollars ($500.00) on each subsequent violation of this chapter that occurs within a two-year period.
