The Building Commissioner is hereby authorized and directed to make a survey from time to time to determine on what lands in the City weeds are repetitively permitted to grow, mature and spread seeds, or other growths and noxious matter are allowed to accumulate, and to report the same in writing to Council. The Clerk of Council shall thereupon cause written notice to be served upon the owners or persons in charge of such lands notifying them that noxious weeds are growing and/or noxious matter has accumulated on such lands and that they must be kept cut, destroyed and disposed of, enclosing a copy of this chapter or applicable sections thereof and notifying them that at any time during the current year that the nuisance condition is permitted or continued by such owner or person in charge of such lot or land, the City will cut and dispose of such weeds and/or noxious matter and that after the work is done the City will give five days notice by certified mail to the owner of such lot or land to pay the cost thereof, accompanied by a statement of cost incurred, and that if the same is not paid within fifteen days after mailing or delivering such notice, then such amount with six percent interest shall be certified to the County Auditor for collection, the same as other taxes and assessments are collected. More than one assessment may be combined against the same lot or parcel, and with similar assessments against separate lots and separate owners, in the same assessing ordinance.
