1064.01 DIRECTOR'S AUTHORITY; MATERIAL COLLECTED.
   The Service Director of the City (hereinafter referred to as "the Director"), shall have the sole authority and duty to collect and to dispose of, through the Department of Public Service and Properties of this City (hereinafter referred to as "the Department"), or through such other means as may from time to time be provided, all ashes, garbage, rubbish, refuse, waste paper, brush or leaves within the City, wherever found. Building material, stone, or loose earth shall be removed by the owner of the property where the same is located at his or her own cost and expense.
