(a) Generally. Any bonafide charitable, educational, cultural or governmental institution or organization conducting a sale in which the proceeds are used directly for the institution or for the organization's charitable purposes and an which the goods or articles are contributed by the members of the organization and where no goods are sold on a consignment basis shall be exempted from compliance with this chapter. To the degree that the goods sold conform to the restrictions of this section, the restrictions of Section 824.01(b) shall not apply. Furthermore a sale qualifying under this section may be conducted at a residence even though it would otherwise be prohibited by Section 824.05(b) hereof, but no residence shall hold more than one sale every six months under the terms of this special exemption. An applicant qualifying under this section need not comply with Section 824.04(e).

(b) (1) Street Associations. A Street Association is a not-for-profit association or corporation restricted in membership to University Heights residents for the primary purpose of promoting local welfare and fellowship and which has registered with the office of the Community Coordinator and is actively participating with the programs initiated by the Community Coordinator.
(2) A Street Association may obtain a permit for a sale to be conducted simultaneously at the homes of not more than three of its members, for which only one fee shall be charged. However, only one such permit shall be issued to any Street Association during any consecutive 12-month period.
(3) Items sold must conform to the requirements of Section 824.01(b) hereof if they are contributed by a member of the Association and would have qualified had such member sold them. The names and addresses of all contributors shall be listed on the application. Not more than 60% of the purchase price of an item shall be allocated to the contributor under the permit allowed by this section.
