660.17 LAWN SPRINKLERS.
   (a)   No person being the owner or person in charge of a dwelling or other structure within the Municipality shall allow the operation of a lawn sprinkler in such a fashion that the water emitted therefrom drains to a public street during weather in which it could reasonably be expected to freeze. Such condition as hereby determined to be a public nuisance. It shall be no excuse within the intention of this section for such flow to be the result of a malfunction of the system.
   (b)   From and after the effective date of this section, no permit for the installation of a lawn sprinkler system shall be issued by the Division of Building Engineering and Inspection pursuant to the fee set forth in Section 1424.03 unless a shut-off valve within the confines of the main building capable of shutting off the entire system shall be included in the plans.

   (c)   Whoever violates this section is guilty of a minor misdemeanor. Each day on which a violation occurs or continues shall be deemed a separate offense.
