452.17 PARKING IN MUNICIPAL PARKING LOTS.
   (a)   Designation of Parking Spaces. The Chief of Police is hereby authorized and directed to designate spaces in the lot within which vehicles are to be parked, which designation shall be by lines marked upon the surface of the parking lot, or by signs or markers or otherwise.
   (b)   Parking Within Spaces; Obstructing Traffic. When parking spaces have been designated, no person shall park any vehicle in any portion of the parking lot except entirely within one of the parking spaces, or in such a manner as to occupy more than one of the parking spaces, or to obstruct the passage of any vehicle to or from any one of the parking spaces.
   (c)   Restricted Uses; Warning.
      (1)   The Chief of Police may restrict the use of any of the parking spaces to such extent and for such times as he may find necessary for the removal of snow or the performance of any maintenance with. reference to the lot or any part thereof. Notice of any restriction shall be given by signs or by personal warning to operators of vehicles.
      (2)   No person shall park any vehicle nor cause or knowingly permit any vehicle within his or her control to remain parked in any restricted space at any time during the period of restriction.
   (d)   Hours. No person shall park nor cause or knowingly permit any vehicle within his or her control to be parked or remain parked upon the parking lot for more than twenty-four consecutive hours between 12:01 a.m. on any Monday and 12:01 a.m. on the next succeeding Saturday, nor for any time between the hours of 3:00 a.m. and 6:00 a.m. on any day from November 1 to May 1, inclusive, except as provided in Section 452.14.
   (e)   Employee and Operator Spaces. The Chief of Police may designate spaces in each lot for the parking of cars of operators and employees of business establishments or offices located in the vicinity of the lot. When such designation has been made no operator or employee shall park any vehicle or cause or knowingly permit any vehicle under his or her control to be or remain parked on any part of the parking lot except within one of the designated operator's or employee's parking spaces.
   (f)   Removal of Vehicles. The Chief of Police may cause to be moved to any other location upon the parking lot, any vehicle which is so parked as to prevent or impede the removal of snow or any work of maintenance with respect to the lot, which removal shall be at the risk and expense of the owner of the vehicle.
