§ 155.015 ZONING CLASSIFICATIONS.
   (A)   General Commercial (C-1). A business zone for all types of walk-in retail and service establishments that meet the needs of the city’s core area. Heavy commercial use such as wholesale businesses, supply houses, and the like, are not intended for this zone.
   (B)   Heavy Commercial (C-2). This area borders the state highway on the northern and southern portions of the city, outside of any other commercial zone and the street east of downtown.
   (C)   Commercial Amusement (C-3). This zone is intended for public and private organizational amusement, cultural, or recreation use; typically included are civic centers, fairgrounds, rodeo arenas, golf courses, athletic fields or complexes, festivals, and similar exhibitions.
   (D)   Industrial (I). This zone permits the general range of industrial uses. Any planned industrial development in this zone with potential danger to public health or safety or that will potentially adversely affect air, water, visual, or sound quality will be allowed only after special hearing by the Planning Commission.
   (E)   Residential (R). This zone allows single and multi-family residences. It includes the existing developed core area, and those adjoining areas best suited to residential development.
   (F)   Rural Residential (R-2). This zone is intended to provide minimum standards for development of residential uses in those areas designated on the zoning map as Rural Residential.
   (G)   Farm Residential (R-3). This zone is intended to provide areas suitable and desirable for small agricultural uses and rural living opportunities.
   (H)   Exclusive Farm Use (A-1). This zone is intended to conserve and maintain productive agricultural land for continued agricultural use.
   (I)   Agricultural Forest Use (A-3). This zone is intended to conserve and maintain agriculture and forest land.
   (J)   Public Facility (PF). This zone is designed to provide areas which are designated for government, public, or public utility facilities, and which can be held or developed by public and utility agencies; and, to assure that such public facility development occurs in a manner compatible with surrounding uses.
