§ 151.04 BUILDING REQUIREMENTS.
   (A)   Safe and effective construction or installation. Every facility, piece of equipment or utility required under this subchapter shall be so constructed or installed that it will function safely and effectively, and shall be maintained in satisfactory working condition so that it imposes no significant risk to health or the integrity of the structure.
   (B)   Health or safety hazards. No building, vehicle, structure, receptacle, yard, lot, premises, or part thereof, shall be constructed, made, used, maintained or operated in any manner that causes or produces any health or safety hazards.
   (C)   Foundation or frame. Every foundation, floor, wall, ceiling and roof shall be reasonably weather-tight, watertight, and rodent-proof, and shall be capable of affording privacy, and shall be kept in good repair.
   (D)   Exterior openings. Every window, exterior door and basement hatchway shall be reasonably weather-tight, watertight, and rodent-proof, and shall be kept in sound working condition and good repair. Every door, aisle, passageway or other means of exit shall be arranged so as to provide a safe and adequate means of exit in case of fire or other emergency.
   (E)   Stairs and porches. Every inside and outside stair, every porch and every appurtenance thereto shall be so constructed as to be safe to use and capable of supporting the load that normal use may cause to be placed thereon, and shall be kept in sound condition and good repair.
   (F)   Plumbing fixtures. Every plumbing fixture and water waste pipe shall be properly installed and maintained in good sanitary working condition, and shall be free from significant leaks, as well as defects and obstructions that significantly interfere with the free flow of water.
   (G)   Walls and roofs. Any portion of a building, appurtenance, or ornamentation on the exterior thereof shall be of sufficient strength and stability, and shall be so anchored, attached or fastened in place as to be capable of resisting a wind pressure of one-half that specified for a new building of similar structure. No portion of any building shall be warped, buckled, or settled to such an extent that walls or other structural portions have materially less resistance to winds or earthquakes than is required of similar new construction.
