Any person desiring to engage in business as a peddler, transient merchant, or in any advertising medium shall apply to the Clerk-Treasurer, or his or her designee, for such a selling permit, whose duty it shall be to issue the applicant or applicants such selling permit upon the payment of the permit fee provided for in § 111.04 herein. Said selling permit shall be issued in the name of the applicant only and shall permit only the person named therein to be permitted under this chapter.
