§ 50.02 PROHIBITING PLACEMENT OF GARBAGE OR REFUSE ON ANY PREMISES WITHOUT CONSENT OF OWNER.
   (A)   It shall be unlawful to dump or place refuse on any premises in the city without the consent of the owner of the premises.
   (B)   It shall be unlawful for any person to dump or place refuse on any private premises within the city for collection by the trash haulers under contract with the city or by employees of the city, unless that person owns these premises, operates a business on these premises, or resides thereon.
