(a) Except for sales or leases provided for in subsection (c) hereof, when real property is to be based or sold by the City, the resolution provided for in Section 157.01 shall be advertised, together with all pertinent matters, as in the case of other purchases and sales.
(b) The City Manager shall report to Council all bids received in the matter of the lease or sale of real property and shall take such action thereon as may be directed and authorized by resolution of Council. The City Manager shall sign all conveyances for the sale or leasing of real property of the City.
(c) No advertising for bids and no bidding shall be required when real property is to be sold or leased:
(1) To the United States government or agency thereof;
(2) To the State of Ohio or agency thereof;
(3) To any political subdivision of the State of Ohio;
(4) To any non-profit corporation or association;
(5) To any person, corporation or other entity in the furtherance of the public health, safety or welfare and for a public purpose which would not otherwise be achieved.
