No real property belonging to the City shall be sold or leased except in pursuance of a resolution passed by a majority vote of all members of Council. This resolution shall contain the following:
(a) The reason for selling or leasing the real property.
(b) Description of the real property to be sold or leased.
(c) The kind of conveyance or lease to be given by the City.
