The following signs shall be permitted as temporary signs, subject to the provisions specified in these regulations: Construction Project sign; portable sign; portable sign, folding; public issue sign; real estate sign; and special event sign, subject to the provisions specified in these regulations.
(a) Construction Project Signs. The following regulations apply to all Construction Project signs located within the City:
(1) Size, structure, type, location and lighting.
A. Construction Project signs shall not be illuminated.
B. Construction Project signs shall not be larger than thirty-two (32) square feet in size.
C. All Construction Project signs shall be removed within thirty (30) days of the completion or abandonment of the project.
D. No Construction Project sign may be attached to or supported by a tree or utility pole.
E. Any Construction Project sign containing glass in its construction shall use safety or wire reinforced glass.
F. All Construction Project signs that are freestanding pole signs shall be set back at least fifteen (15) feet from the curb and must not extend into the right-of-way.
G. No Construction Project sign shall be located at or near an intersection of two (2) or more streets in such a manner as to hinder or obstruct free and clear vision; and no sign shall be of a shape or color that may be confused with signs or devices conforming to the Manual of Uniform Traffic Control Devices; no sign shall be located in the right-of-way.
H. Off-premises Construction Project signs are expressly prohibited.
I. No unsafe, deteriorated or dilapidated Construction Project sign shall be allowed. If such a sign exists, the provisions of Section 1341.07(g) shall apply.
(b) Portable Signs and Portable Signs, Folding. The following regulations apply to all portable signs and portable signs, folding located within the City:
(1) Size, structure type, location, lighting and duration.
A. In addition to the other permitted business signs as provided for under these regulations, one portable sign or portable sign, folding may be permitted per business in a residential, commercial and industrial zoning district subject to the following specific regulations set forth below in paragraphs 1341.04(b)(1)B., C., D., E., F., G., H., and I.
B. Such sign shall not exceed four (4) feet in height or sixteen (16) square feet in sign area.
C. A portable sign or portable sign, folding shall be set back a minimum of one (1) foot from any property line. The purpose of this provision is to ensure the folding sign or portable sign, folding is displayed on the business property and not in the right-of-way. No folding sign or portable sign, folding shall be displayed in the right-of-way.
D. A portable sign or portable sign, folding shall not be located in any manner as to obstruct clear and free vision at an intersection, at a point of ingress or egress, or along a thoroughfare.
E. No portable sign or portable sign, folding shall be located on a vacant lot.
F. Any portable sign or portable sign, folding containing glass in its construction shall use safety or wire reinforced glass.
G. Portable signs and portable signs, folding shall not be illuminated.
H. Off-premises portable signs and portable signs, folding are expressly prohibited. All portable signs and portable signs, folding must be on a lot on which a business is located.
I. No unsafe, deteriorated or dilapidated portable sign or portable sign, folding sign shall be allowed. If such a sign exists, the provisions of Section 1341.07(g) shall apply.
J. Portable signs and portable signs, folding may be displayed for no more than fourteen (14) days per any quarter and for no more than fourteen (14) consecutive days.
(c) Public Issue Signs. The following regulations apply to all public issue signs located within the City:
(1) Size, structure, type, location and lighting.
A. Public Issue Signs shall not be illuminated.
B. In residential, commercial and industrial districts (excepting industrial parks), Public Issue Signs shall not be larger than thirty-two (32) square feet in size, with a maximum sign area per parcel of fifty (50) feet.
C. In industrial parks, Public Issue Signs shall not be larger than thirty-two (32) square feet in size, with a maximum sign area per parcel of 160 square feet.
D. No unsafe, deteriorated or dilapidated Public Issue Sign shall be allowed. If such a sign exists, the provisions of Section 1341.07(g) shall apply.
E. Public Issue Signs shall not be displayed in the right-of-way.
F. Public Issue Signs may be displayed in vacant lots if consent of the property owner to display the public issue sign is obtained.
(d) Real Estate Signs. The following regulations apply to all real estate signs located within the City:
(1) Size, structure, type, location and lighting.
A. Real estate signs shall not be illuminated.
B. In residential districts, real estate signs shall not exceed sixteen (16) square feet in size.
C. In commercial and industrial districts, real estate signs shall not exceed thirty-two (32) square feet in size.
D. Off-premises real estate signs are expressly prohibited.
E. Real estate signs must not extend into the right-of-way.
F. No real estate sign shall be located at or near an intersection of two or more streets in such a manner as to hinder or obstruct free and clear vision; and no sign shall be of a shape or color that may be confused with traffic control signs or devices; no sign shall be located in the right-of-way.
G. No unsafe, deteriorated or dilapidated real estate sign shall be allowed. If such a sign exists, the provisions of Section 1341.07(g) shall apply.
(e) Special Event Signs. The following regulations apply to all special event signs located within the City:
(1) Restrictions.
A. The display of a special event sign shall not exceed thirty (30) days.
B. All special event signs that are freestanding pole signs shall be set back at least fifteen (15) feet from the curb and must not extend into the right-of-way.
C. No special event sign shall be located at or near an intersection of two or more streets in such a manner as to hinder or obstruct free and clear vision; and no sign shall be of a shape or color that may be confused with traffic control signs or devices; no sign shall be located in the right-of-way.
D. No unsafe, deteriorated or dilapidated special event sign shall be allowed. If such a sign exists, the provisions of Section 1341.07(g) shall apply.
