A hillside area as referred to herein is defined as one with an average slope of fifteen percent (15%) or more. This chapter applies to all hillside areas with an added limitation that areas with a slope of forty percent (40%) or greater are considered extremely ragged and development shall be limited to lots of two acres or more, and shall require the approval of the Planning Commission. The average slope for any hillside development shall be determined by the Planning Commission during the time of preliminary subdivision design. Determination will be on an area-by-area basis with each lot sized according to the average topographic change falling within each area.
