181.10 DISBURSEMENT OF RECEIPTS OF TAX COLLECTION.
   (a)    First, such part thereof as shall be necessary to defray all expenses of collecting the tax and of administering and enforcing the provisions of this chapter shall be paid.
 
   (b)    The balance remaining after payment of the expenses referred to in subsection (a) hereof shall be used for municipal purposes as are appropriated through ordinances adopted by Council; however, eighty-five percent (85%) of said balance shall be allocated to the General Fund and fifteen percent (15%) of said balance shall be deposited in a City of Twinsburg Capital Improvements and SCMR Funds annually. However, no funds shall be transferred to the Capital Improvements or SCMR funds if such transfer results in the unencumbered balance of the General Fund to fall below six million dollars ($6,000,000).
