(a) Established. There is hereby established a Parks and Recreation Commission. Such Commission shall be comprised of an appointed non-voting Councilmember and seven inhabitants of the City who are domiciled therein during their tenure on such Commission, of which number each ward shall be represented by at least one adult member. One member shall be a senior resident who is fifty -five (55) years of age or older at the time of the appointment. One member shall be and remain during his/her term, a resident high school teenager.
(b) Term of Office. All members shall be appointed by Council for terms of two years except that one teen representative shall be appointed for a one-year term commencing February 1, 2002.

(c) Meetings. At its first meeting in each calendar year, the Commission shall elect from its membership a Chairman, Vice-Chairman, and Secretary. The appointed Councilmember shall not serve as an officer of the Commission. The Commission shall meet at the call of the Chairman in order to fulfill the Commission's duties and responsibilities, but in no event shall it meet more than six times annually. All meetings shall be announced by public posting, by newspaper, or at a City Council session, shall be open to the public; and shall be held upon any public premises designated by the commission. The Commission may hold study or work sessions as a prelude to any official action. It shall be bound in procedure by "Robert's Rules of Order Revised", except that the Commission may depart there from by adopting its own rules, by-laws or procedures.

(d) Duties. The Commission shall be an advisory body to the Administration and to Council, relying upon regular reports from the Department of Parks and Recreation and its Director through the Mayor. Copies of the Commission's minutes, reports and recommendations shall regularly be filed with the Clerk of Council and with the Mayor. The powers and duties of the Commission are to be general in nature, and shall not be final, determinative or of legislative effect. The Mayor, and department heads shall furnish advice and assistance to the Commission upon request to the Mayor. The Commission's duties shall include, but not be limited to:
(1) A review of all City Parks and Recreation facilities and equipment and the preparation of recommendations concerning such and proposals as to future facilities and equipment.
(2) The development of a survey to be distributed to City residents, seeking comments about present or proposed Parks and Recreation programs or events, and the preparation of a summary of the results obtained from such survey.
(3) The preparation of recommendations and/or proposals from programs or events not presently being offered by the Department of Parks and Recreation including programs or events for the youth and for the senior citizens of the City;
(4) A review of recommendations or events proposed by the Department of Parks and Recreation, and the preparation of recommendations as to such proposals;
(5) The coordination of recreational activities with the Twinsburg City School District in order to avoid unnecessary duplication;
(6) The review of all aspects of current programs or events being offered or sponsored by the Department of Parks and Recreation and the preparation of an analysis and recommendation report related to such current programs or events; and
(7) Preparation of a report suggesting criteria (for example, minimum attendance) to be considered in initiating and continuing Parks and Recreation programs or events, and proposals to assist in making many such programs or events self-supporting.
