The Mayor may appoint a Director of Parks and Recreation who shall be the head of such Department, who shall be responsible directly to the Mayor, and who shall recommend staff and personnel appointments to the Mayor who then shall confirm such appointments before the same shall be considered final. The Director shall have charge of the park, playground and recreation system and of the recommendation of the appointment and the supervision of qualified employees of such Department for the effective administration, construction and development of the system. The Director shall have such other powers and duties as may from time to time be delegated by the Mayor. The Director shall serve at the pleasure of the Mayor.
