The Department of Parks and Recreation shall, before the first day of June of each year, submit to the Mayor, an estimate of contemplated revenue and expenditures for the ensuing fiscal year which may be approved in whole or in part by Council and included in the general municipal budget. The Department shall operate within the budget so approved and the expenses thereof shall be payable from the Treasury of the Municipality.
