The Department of Parks and Recreation shall have the power to make rules and regulations for the government and management thereof, including the power to fix charges for the use of any Municipally owned and/or controlled park or recreation facility. All rules, regulations, use charges, amendments and changes adopted by the Department shall be filed in the office of the Clerk. All use charges adopted by the Department with respect to the Twinsburg Fitness Center and Twinsburg Water Park shall be first adopted by Council. This chapter and rules and regulations adopted pursuant thereto shall be enforced by the Division of Police. Violation of rules and regulations adopted shall be a violation of this chapter.
