(a) The City Engineer is hereby designated to serve as the Prevailing Wage Coordinator under Ohio R.C. 4115.071, as pertains to all municipal contracts involving payment of wages to employees. His duties shall include:
(1) The establishment of files of payroll reports to be submitted by contractors and subcontractors which shall be available for public inspection.
(2) To ascertain from each such person at the beginning of the municipal contract, the dates when payment of wages to employees are to be made.
(3) To receive a complete payroll from contractors or subcontractors setting forth in detail payments made to employees, hourly rates, job classifications, fringe benefits, deductions, etc.
(4) To establish and follow procedures to monitor compliance hereof by each contractor and to assure the timely filing of all records by them.
(5) Reporting any delinquency to the Mayor.
(b) Each contractor and subcontractor doing business with the City shall be subject to the terms of this section and to Ohio R.C. Chapter 4115 and he shall comply therewith.
(c) Whoever violates this section shall be fined five hundred dollars ($500.00) for a first offense and one thousand dollars ($1,000) for each subsequent offense.
