(a) In accordance with Section 7.03 of the Charter, the following ranks, positions, offices and organization are hereby established, together with authorized personnel, within the Division of Police:

(b) The Mayor may authorize the future employment of part-time personnel, consistent with the monetary appropriations available from Council. All regular, full-time personnel below the rank of Assistant Chief shall be appointed and promoted in accordance with the Twinsburg Civil Service Commission rules and regulations. All duties performed by personnel within such Division shall be prescribed by the Mayor and Chief of Police and shall be set forth in the Twinsburg Police Manual which is hereby fully adopted by this reference; the officially adopted copy of which as amended by the Police Chief shall be kept in both the Offices of the Chief of Police and the Clerk of Council. All part-time personnel shall be within the unclassified civil service status and non-bargaining unit positions of the City and shall be appointed at the discretion of the Mayor consistent with the monetary appropriations available from Council provided, however, that the Mayor may require certain testing and minimum qualifying conditions to receive an original appointment as a part-time employee, but such employees may be dismissed by the Mayor with or without cause.
(c) Should the present Twinsburg Police Manual be, in any manner, inconsistent with the foregoing, the Chief of Police is hereby directed to amend the Manual in accord herewith. (Ord. 44-2011. Passed 4-26-11.)
