(a) The lawful manner of executing, endorsing and signing the drafts, warrants, checks, vouchers and all other fiscal instruments pertaining to the City shall be by the signature and the added countersignature of the following City officers:
(1) The Mayor
(2) The Director of Finance
and in the absence of any of the above then one or more of the above signatures plus any one of the following signatures of the persons holding the following City office shall be lawful:

The Assistant Finance Director
(2) The Clerk of Council
(3) The President of Council
(b) Deposits as well as withdrawals upon the Municipal accounts may be made upon the same signature procedure as set forth in subsection (a) hereof.
