The Mayor is authorized to incur printing and mailing expenditures, to the extent funds therefor are available, on behalf of the Municipality so long as the same shall be for a general public purpose and not designed to influence public opinion. The following purposes are declared to be of a general public interest and nature authorized herein although such expenditures are not necessarily limited thereto:
(a) The Mayor’s Annual Report.
(b) The Mayor’s newsletter of a factual and objective report nature.
(c) The newsletter depicting new municipal services available.
(d) The sampling of public opinion on various issues of a general and permanent nature including but not limited to issues of annexation, the need for public utilities on an assessment basis in various districts within the Municipality, suggested Charter amendments, proposed new municipal services or capital improvements, etc.
